Labor-HHS Appropriations

Current Status

President Bush signed the “Consolidated Security, Disaster Assistance, and Continuing Appropriations Act, 2009” [P.L. 110-329] on September 30. This bill includes a continuing resolution (CR) that provides funding at the FY 2008 level for many federal programs, including those in the Labor-HHS-Education appropriation, through March 6, 2009.

The new Congress will need to complete the FY 2009 Labor-HHS-Education spending bill for the remainder of the fiscal year. At present, it is not know whether the bills passed in this session by the Senate Appropriations Committee and House Labor-HHS Subcommittee will be used as a starting point for the final bill.

On June 26 the Senate Appropriations Committee approved its FY 2009 Labor-HHS-Education appropriations bill (S. 3230) on a 26-3 vote. The committee filed the report (S. Rpt. 110-410) to accompany the bill on July 8.

The House Appropriations Committee abruptly cut short consideration of its Labor-HHS bill on June 26 after Republicans tried to force votes on amendments related to expansion of domestic oil production. Efforts by Republicans to force consideration of the Interior bill to address rising fuel prices caused chaos and Democrats opted to vote to adjourn. The House Labor-HHS-Education Appropriations Subcommittee approved the bill on June 19.More>>
